A subscription limits exceeded campaign status is an Email Marketing Campaign status indicating that your campaign cannot be sent because you have exceeded the limits of your subscription plan. In order to be able to send your campaign, make sure that your payment method is still valid. Then you can purchase a new subscription plan or some credits and resend your campaign.
